What happened?

Upgrading from 7.1.12

Mounted VBoxGuestAdditions.iso and launched Setup.
The last 2 lines from vbox.log:

00:00:29.989350 VMMDev: Guest Log: main Guest Additions update found! Please upgrade this machine to the latest Guest Additions.
00:00:29.989918 VMMDev: Guest Log: main Guest Additions update found: 7.1.12 -> 7.2.0

Setup shows message box:

Oracle VirtualBox Guest Additions 7.2.0 Setup

The VirtualBox Guest Additions cannot be installed on this version of Windows

On Windows XP SP3 32-bit successfully installed Guest Additions from this same VBoxGuestAdditions.iso.

How can we reproduce this?

Run installer from VBoxGuestAdditions.iso
