Describe your change:

I create new RangeMinimumQuery class for RMQ problem using Spare Table algorithm.

  • Add an algorithm?
  • Fix a bug or typo in an existing algorithm?
  • Documentation change?

Checklist:

@poyea I fixed your suggestions, but now I don't realize why pre-commit tests are failing?!

In preparation for that denial-of-service attack that is Hacktoberfest, I am closing all pull requests that have failing tests.
