Add function to find upper and lower nibbles with doctests and type hints - #13121

Describe your change:

This pull request adds a new algorithm to extract the upper and lower nibbles of an 8-bit integer.

• Added find_upper_lower_nibble(num: int) -> tuple[int, int] inside bit_manipulation/find-upper-lower-nibble.py.
• Implemented with Python type hints for mypy compatibility.
• Included doctests for correctness.
