Repository structure should be improved so that the README renders further up.

At current, this includes the following changes:

• Consolidating *.tests.ps1 files beneath /Tests/
• Consolidating commands beneath /Commands/
• Consolidating build files beneath /Build/
• Moving documentation into en-us (aside from README)
