Considering this appears to be a simple user issue, could I know what system you're running on and hence what file you're 'double clicking?'. It appears as if the file 'SimpleServer.jar', is not in the same directory as the file you are 'double clicking' and hence it is unable to launch the actual program.

Considering this project is just a server wrapper and thus doesn't technically need anything too minecraft dependent to modify it and or update the connection protocols, this should technically still run for the versions it does specify. (See wiki about 'protocol numbers' to learn more.)

However, dola is correct, as this project appears dead or near dead due to inactivity, don't expect too much official developer response to any feature requests or extremely complicated bugs or issues in the foreseeable future.
