Changes
Turns the navigation dropdown on the settings page in small mode into a full-height sidebar to make it more consistent with the full-width layout. Also changes the icon and includes the category padding reductions from #3955.

Reason for changes
It looks better and is more consistent.
Tests
I couldn't figure out how to get the animation working when clicking the collapse button in the full-width layout, so there is no animation there.
