This PR adds support for the --parameter option to both
lean backtestandlean cloud backtestExamples:
lean backtest "My Project" --parameter param1 123 --parameter param2 123.34lean cloud backtest "My Project" --parameter param1 123 --parameter param2 123.34For local backtests, the CLI parameters are used and any parameters defined in config.json are ignored
