This is a follow-up change to #7288, where I failed to notice the encoding of the file was changed to UTF-16 (see the diff screenshot at #7288 (comment))
This PR fixes the encoding of
PowerShell.slnto be UTF-8. Now the diff between the preivous correct content vs. content in this PR is (now, the encoding is same as before):/cc @adityapatwardhan @bergmeister
