@SteveL-MSFT requested I leave the HttpListener module in the repo (#5464 (comment)). So this PR only disables it from running and does not remove the HttpListener code. |

@adityapatwardhan they would make no difference for this PR... but I am addressing the skipped/pending tests in general in #5669 |
