This pull request introduces a new GitHub Actions workflow to verify that pull requests have appropriate labels. The workflow ensures that every pull request has at least one label starting with 'cl-'.
.github/workflows/labels.ymlto verify PR labels. The workflow triggers on pull request events (opened, edited, labeled, unlabeled) and checks if the PR has at least one label starting with 'cl-'.PR Context
All PR must have at least one Changelog label.
