4.6.0-2.23152.6 is publicly available here: https://dev.azure.com/dnceng/public/_artifacts/feed/dotnet-tools/NuGet/Microsoft.CodeAnalysis.CSharp/overview/4.6.0-2.23152.6

@daxian-dbw This PR reverts #19464.

It appears 4.6.0-2.23152.6 was shipped in Visual Studio 2022 v17.6 Preview 2, so we should be OK to consume it?

We cannot consume it if it's not available in nuget.org, because the produced SDK NuGet packages will have this dependency and will fail to restore when a user is using it for an .NET project.
