Fixes WebCmdlets decompression of Deflate and Brotli encoding
PR Summary
The default behaviour of System.Net.Http.HttpClientHandler.AutomaticDecompression was changed from All to None.
The decompression of Gzip encoding still worked because of a workaround in Microsoft.PowerShell.Commands.Utility/commands/utility/WebCmdlet/StreamHelper.cs
This PR sets System.Net.Http.HttpClientHandler.AutomaticDecompression to All.
