PR Summary
Updates the chat links in the README
PR Context
Freenode has been having some ownership disputes for awhile. It recently came to a head and all the staff have pulled out and started a new network and a Swedish non-profit: libera chat. It's all very sad and convoluted, but the bottom line is that after all this time, we're following along with everyone else and moving our 15-year old IRC channel from Freenode.
For those who aren't aware, the IRC channel has always been the main "#bridge" at the core of our virtual user group channels, but has been left behind a little with the move to Discord. With the move to Libera we'll add some more of the same channels we have on the other networks to IRC to bring it back in line,
