This provides additional fixes for failing tests:

• The Split-Path test ensures that we are in a drive name (as we are on by default on Windows).
• The Set-Date test checks to be sure we are not in a container since that can affect whether we can change the date
• The WebCmdlets change further reduces the ratio of the pathological case since in a docker container our resources are very modest.
• The ExperimentalFeature test is updated to also check for daily builds as well as preview
