Policies require values even if "Use Windows PowerShell Policy setting." is selected... #27114

Description

Prerequisites

Steps to reproduce

Some policies (especially the Script Execution one) require settings set, even though the setting "Use Windows PowerShell Policy setting." is used.
This makes it very unfriendly and confusing to use, because policy summary will then show not applied values. I don't have tested, if the setting is then overwritten by PowerShell 5.1 or not...
