Summary of the new feature / enhancement

As a user I want to be able to reference $PSVersionTable in module manifests. While $PSEdition was useful back when 5.1 and PS Core was the main difference we now have new features in PowerShell like Predictors and Feedback which require newer versions of PowerShell. I want to flex on PS version in order specify the different DLLs.
