Add upgrade instructions to the terminal's "new stable release ..." message #20339

Summary of the new feature / enhancement
Since I'm using PowerShell 7.3.6, every time I start a new terminal session, I receive the following message:
PowerShell 7.3.6
A new PowerShell stable release is available: v7.3.7
Upgrade now, or check out the release page at:
https://aka.ms/PowerShell-Release?tag=v7.3.7
However, there are no instructions on how to upgrade it.
It would be very nice if there was a link with clear instructions or a simple command I could run to upgrade PowerShell and get on with my tasks.
