Summary of the new feature / enhancement

As a consultant I often work on servers owned by the customers and I don't always have local admin rights. I can still install Visual Studio Code with the user installer, but not PowerShell 7. I would like an installation option to install PowerShell 7.x on systems where I don't have local admin rights.

Proposed technical implementation details (optional)

Visual Studio Code has a system installer and a user installer. This works great for me. I would like to see the same option for PowerShell 7. If it is a separate download or not is not that important to me. Also suggested this on PS Conf in Prague 2023
