Feedback presentation incorrectly assumes UTF-8 support will render all Unicode characters #19533

Steps to reproduce
The Feedback suggestion rendering uses the unicode chevron character which relies on the font to render it correctly otherwise you get the unicode character for not able to render which is a box with a question mark in it. On macOS with iTerm 2, the default font doesn't support this character.
