Update HelpInfoUri for 7.3 release #16645

Steps to reproduce
Now that 7.3-preview.1 has been released, the HelpInfoUri is pointing to 7.2 content. We need to update the Uri to point to https://powershell73-help.
Expected behavior
`Update-Help` needs to download 7.3 content.Actual behavior
