Need to document GetSteppablePipeline since @KirkMunro made it public back in #8055.

Spoke to @SteveL-MSFT about this, he's okay with .NET SDK reference documentation bugs living here given that they need to be fixed in /// comments here in the code repo.

That being said, we don't think there will be a lot of these.
