Correct spelling (case) in hashes.sha256 for MS PowerShell 7.4.12 : Update: I updated my information, paying close attention to case, problem solved. User error.
Specifically, arm64 and x64 ... hashes.sha256 file ...
Attempting to download PowerShell-7.4.12-win-arm64.exe instead of powershell-7.4.12-win-arm64.exe and so on resolves my issue.
