PR Summary

PSSA is slowly getting close to the release and this is the preparation for it. The readme also gets tweaked
The date in this changelog is not final, we aim for it but do not promise anything. Currently it is being delayed by at least 2 weeks due to Microsoft internal processes.
A blog post describing the changelog in more details has already been written and will be published at the PowerShell Team blog here.

Laurent Dardenne (@LaurentDardenne) It was already announced for 1.16 if you look at the changelog here
I will update the docs to close your referenced issue in #968

should we have a different PR to change the versions in the various .csproj files?
