Updates the Google Maps plugins to the latest Google Maps SDKs and migrates iOS from CocoaPods to Swift Package Manager.

Google is moving away from CocoaPods for the iOS Maps SDK, so this gets us ahead of that change. The SDK updates also bring in the latest fixes and features from Google Maps.
