i dont thinkg core-platform-modules or ts-minimal-comments should be skills. they should be docs referenced in skills.
skills are more like feat, bug, refactor ...
Here are example skills https://github.com/ossappscollective/OSS-DocumentScanner/tree/main/.claude/skills.
docs can be referenced in skills by adding a references folder inside the skill folder. Then inside put local symlinks to md doc documents stored globally

Convention content moves to tools/notes/ (CorePlatformModules.md, CodeComments.md) as the single source of truth; skills are now task-shaped workflows (feat, fix, refactor) that reference those docs via symlinks in their references/ folders.
