Fix OpenBLAS Docker build

Current build produces the following:
`RuntimeError: Failed to load shared library '/usr/local/lib/python3.11/site-packages/llama_cpp/libllama.so': /usr/local/lib/python3.11/site-packages/llama_cpp/libllama.so: undefined symbol: cblas_sgemm`
