This reverts commit 8eaa663.
10.6 UBI does use MARIADB_MAJOR arg. Restructure templates to be the latest version and for the update.sh script to add the bits in for 10.6 and 10.11 rather than every other version to remove thme.
previous version had openssl as galera dependency
Previously it happened that galera sst dependencies pulled these in before 12.3
