Summary

• Add clangd-format to the reccomended extensions
• Add link to Doxygen download page
• Add 1 line to the commands, so that the required packages will be installed without the user needing to go to docs/requirements.txt and install them manually.

Motivation

After following the guide for making contributions, I found a few things to be not quite clear, so I made some suggested updates to clarify them for future contributors.

Test Plan

Build and view the changes in a local environment to make sure the html page was formatted correctly
