  1. fix: proactive LLM response on background job completion 

    When a background worker finishes, the bot now generates a natural,
conversational response using the full orchestrator persona instead of
sending a mechanical "finished! preparing summary..." notification.
This ensures the user gets a proactive Telegram message as Rachel,
not a cold status update they have to follow up on.
