Package manager for user modules

- Maybe called `Mimi` :)
- Runtime should lookup loaded libraries in a specific project package folder
- Projects should be able to declare some kind of manifest file containing information about the project / package
- This is somewhat low priority until the need for this (hopefully) arises in the future
