I'm hoping I have no conflicts with other extensions but presently it appears that the linked issues icon (on the PR page) doesn't support hovercards.

1. Go to the PR section.
2. Find a PR on the list find a PR that has a little circle icon that indicates the PR links to an issue.
3. Hover.
