Bug Description
The following seems to be a .blend/.ifc syncing problem with material layers.

Open the .blend file first. If you print the SECTION - EW - NORTH drawing, you'll notice that some of the layers have unexpectedly merge...
But if you open the .ifc anew, and run the same drawing, the material layers are separate, as expected.
