Added a client module that provides token exchange functionality.
Added support for OAuth2 Authorization Server metadata endpoint.
Translated test_server_36_oauth2_token_exchange.py into test_tandem_10_token_exchange.py. The later uses server and client instances for doing the testing. Not handcrafted messages. One set of tests could not be translated since the it involved getting the client to produce incorrect messages, which it doesn't want to.
