Gmail EmailSender (HT-19) and the Postgres Db adapter (HT-20) have
merged, closing the last code gaps before a live deployment; move them
from Next to Done and update Now to HT-16 (send idempotency + delivery
worker, design in progress). Fold in the charter's CLA->DCO amendment
(HT-21) under Foundation, and put the HT-5 counsel work that now gates
external contributions under Next.

docs: STATUS.md — HT-16 shipped, deployment is Now

Send idempotency + the delivery worker (HT-16) landed, so the doc's
long-standing "send idempotency and a deployment" gap shrinks to just
a deployment. Pulls the deployment bullet up from Next into Now, adds
the HT-16 capability to Done in the mail/sending group, and removes
the now-duplicate deployment bullet from Next.
