Session manager is not modal on app start with native wayland #2395

Description
With native wayland startup session manager is not modal (with separate app icon on task bar).
More of then, sometimes main window becomes active first and you must switch to session manager before start, which is pretty annoing.

Reproduction recipe
Use qt build on wayland (gtk2 has no native wayland support) and just start app few times.
