Added a bunch of documentation about the various debugging interfaces on the framework computers.

BUG=We want to publicize this at the same time as the debug tool.
TEST=Buy parts from digikey, follow the instructions, have them work

Last time we talked about add this into README

Channel 3 is for:
JECDB, EC uart pins
CCD (either EC or AP, depending on which type-C port the user plugged it in)

Channel 4 is for:
JECDB, AP uart pins

You're talking about the README for the board design (in the light/ folder). This PR does not have anything to do with that, it's just supposed to document our debug interfaces and that's it. What you are talking about should probably go in your schematic change PR.

This contains information on how to use the CPU and EC UART consoles.

This also contains the information that we'll link to from the
