VF Toggle Fix and Boot Frequency Defaults
This release fixes critical behavior related to the 50/60Hz toggle (VF) function:

• The Vertical Frequency pin (RA1, pin 12) now initializes correctly to the default frequency for each region/BIOS bank at boot.
• Medium press (250–1250ms) toggles 50/60Hz independently of the selected region and updates VF pin accordingly.
• Frequency is no longer stored in EEPROM. Each boot always starts with the standard frequency for the active region (e.g., EU = 50Hz, JP/NA = 60Hz), ensuring predictable and clean toggle behavior without unintended persistence.
