P1 Badge Revert to existing Python base image tag

The Dockerfile now bases the sample image on python:3.14.1-slim, but Python 3.14.1 images are not published on Docker Hub (current tags stop at the latest released 3.x versions). Building the cloud_run_decorator example will therefore fail at the FROM step because the tag cannot be pulled, breaking the sample’s container build.
