First code block insert on fresh cache in WYSIWYG editor fails to render #3637

Reported by ancieque in Discord, although as per their report likely also applicable on first page edit open with existing code blocks.
Confirmed in dev instance as specifically reproducible when inserting a fresh code block with fresh cache.
Likely same root cause.
