Rebecca Ann Carney (born December 25, 1944) is a Democratic member of the North Carolina House of Representatives representing the 102nd district since 2003. Her district includes constituents in Mecklenburg county. Carney is a homemaker from Charlotte, North Carolina .
In 2002, Carney defeated Libertarian Daniel Elmaleh in the general election.[ 2] She was first elected to the Mecklenburg Board of County Commissioners in 1996, where she served three terms,[ 3] and held the position of vice chairman several times.[citation needed ] Carney had an unsuccessful run for school board in 1995.
During a late night House session on July 2, 2012, Carney accidentally cast the decisive vote to override Governor Bev Perdue 's veto of Senate Bill 820, which legalized hydraulic fracturing in North Carolina. A longstanding House rule that disallows changing of a vote if the vote changes the outcome of the bill prevented Carney from correcting her electronic vote to reflect her intended position.[ 4]
