Voice command icon persists while CarPlay won't turn on after iPhone upgrade

When I got into the car this morning. My Car play would not turn on. But the Bluetooth feature did. I minimized it because that is the only way I know how to get out of it. This seems to be happening since the upgrade. The car play feature will not turn on. But then I noticed the voice command icon will not turn off. Is this the reason car play will not turn on. I went into the accessibility setting and the voice command is off as I only use Siri when driving. I have reset my network several times. I don't know what else to do.

Wondering whether the car infotainment system's firmware may need updating in order to remain compatible with the iPhone. The car manual may have details on how to update firmware, or if you use an app from the manufacturer, you may be able to update the firmware, and or the app within that. Else the car manufacturer's "support" website may have downloads available.
