I’m getting descriptions of my rings closing and my heart rate zone during my workouts even though I do not have Siri enabled on either my phone or watch. Voice Feedback is automatically turned off.

When I tap it there is no option of Workout Buddy. I see Alerts and a toggle for Target Alerts.
The only thing I have changed recently is updating my watch, but the voiceover thing has never happened before.
That didn’t work and I realized I don’t have the Workout Buddy option because my phone does not have Apple Intelligence.
The voice tells me about my heart rate, splits, etc. which I do have Alerts on for but they used to just be a vibration on my watch. I don’t want this voiceover.
It sounds as if you may have Workout Buddy enabled:

I don’t see that option in my Workout app exercises when I tap the alert button.
I don't know what "alert button" you're talking about. There's no alert button mentioned in the directions. Can you explain in more detail?
