Start a collapsible list (terminated by {{Collapse bottom Unicode character list}}) of Unicode characters that are encoded in a single Unicode block, or a list of characters in an ordered index (such as the traditional radical-strokes index for Han or Tangut ideographs).

draft | Used to reference a draft PDF containing the "delta chart" of a new block in the transitional stages of encoding for public review (a few months before the final release), e.g. “Unicode-17.0/U170-16EA0” for the link https://www.unicode.org/charts/PDF/Unicode-17.0/U170-16EA0.pdf, which temporarily replaces the missing links to charts of the latest released version of a block, such as https://www.unicode.org/charts/PDF/U16EA0.pdf (English) and https://www.unicode.org/charts/fr/PDF/U16EA0.pdf (French). Only used for now when parameter 1 is unset or empty (i.e. for Unicode blocks without a released version).
