Sam Levine has served as the Commissioner of the NYC Department of Consumer and Worker Protection (DCWP) since January 2026. Under his leadership, DCWP is advancing the Mamdani Administration’s affordability agenda by filing landmark enforcement actions against lawbreaking corporations, implementing nation-leading consumer and worker protections, providing financial empowerment resources to New Yorkers, delivering accessible licensing services to help businesses thrive, and returning millions of dollars to defrauded consumers, small businesses, and workers.  In 2025, Sam served as a Senior Fellow at the UC Berkeley Center for Consumer Law and Economic Justice, where he helped developed new protections for California car-buyers and published widely cited research on surveillance pricing. From 2021 to 2025, Sam served as Director of the Federal Trade Commission (FTC) Bureau of Consumer Protection under Chair Lina Khan. During his tenure, the FTC brought pioneering enforcement actions challenging privacy abuses, gig worker exploitation, small business predatory lending, misuse of artificial intelligence, and subscription traps. Before leading the Bureau, Sam served as an attorney advisor to FTC Commissioner Rohit Chopra and as an enforcement attorney in the FTC’s Midwest Regional Office. He also served as Assistant Attorney General in Illinois, where he prosecuted predatory for-profit colleges. He clerked for Judge Milton I. Shadur of the U.S. District Court for the Northern District of Illinois.
