Change output to html4.
Changed document type to be compatible with html5 so don't generate
xhtml. Still work to do to remove some xhtml in templates.

roundup.anypy package - Python version compatibility layer ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Roundup currently supports Python 2.3 to 2.6; however, some modules have been introduced, while others have been deprecated.
