Upgrade SSL params for roundup-server
Params were still using md5, a key size of 768 and allowed SSL 2 and 3.
Now using sha512, key size of 2048 and TLS 1.1 or newer.
This still doesn't fix the use of SSL in roundup-server. It has
problems under both 2.7 and 3.x. Tickets in tracker opened for both,

The psycopg python interface to PostgreSQL: https://www.psycopg.org/ Running the PostgreSQL unit tests ================================= The user that you're running the tests as will need to be able to access the postgresql database on the local machine and create and drop databases. See the config values in 'test/db_test_base.py' about which database connection, name and user will be used.
