PageTemplates Licensing

Portions of this code (roundup.cgi.PageTemplates, roundup.cgi.TAL and

- removal of unit tests, Zope-specific code and support files from

  version.txt and www. From TAL: DummyEngine.py, HISTORY.txt, CHANGES.txt,
