test: set encodePassword test count to normal. Not 100x normal. [skip travis] hypothesis testing not done on python 2.

35ccd6e56f4b add uprev version of jquery, minimized. Sphinx is using 3.2.1 which has security issues. On my server it is using the version from _static.
