fix: revert part of changeset: ae7fadcac9e1 I misread. Popcal doesn't support submitting html_kwargs. self.cgi_escape_attrs is used on a different variable.

35ccd6e56f4b add uprev version of jquery, minimized. Sphinx is using 3.2.1 which has security issues. On my server it is using the version from _static.
